So whatever is shelf warming on shelves is completely retailers faults, but that affects Hasbro's sales for future waves/lines.
2001-2011 was basically a golden age for toylines, as a ton of movies were each getting their own toylines and video game series too. Of course, few of them ever made money, which made stores cut back on sales, hence Hasbro eventually consolidating their movie lines into the Marvel Legends lines.
As for who gets made, it's always a struggle between the licensor and licensees. Retailers have a voice too. It's a bit of a clusterfuck and few parties, consumers among them, are ever wholly happy about it.
Few lines like IM2 and GI Joe got so much shit made that everyone came out satisfied, unless you never managed to get the tail end waves, which are always in short order, just because they ran out of momentum from movie hype.
