It's a bit pricey for a starter perhaps, but it'll give you a good amount of stuff to start building and exploring with. Maybe I'd throw in a Traveler too if you can afford it, just to give you a sorta well rounded idea of mainline Glyos.
I also second the comment above, Bio Masters + Kabuto Mushi is a good time.
