The uncertainty and halt of the final movie was a problem, I get it. Think about it, making toys take years, and developing TV era stuff isn't a simple one and done deal, you want to release multiple figures. That's a long term plan. While trying to do a TV series and the next new movie came along, the company might've spent their budget on the old stuff and miss the chance to profit on the latest which has better potential.
That's pretty clear from what Kaiyodo is doing. Buying their time until the next movie with reissues and then new molds that's alternate EVA-01, something they can drop and switch to new Rebuild when the time comes, and they have. Bandai only did the NXEDGE because they're simpler and cheaper to produce for Bandai. Koto don't really care about doing the new Evas right away so they did the opposite.
And don't forget during that long break between movies the rights to TV Eva must have been confusing for toy companies to deal with, and I can see them wanting to wait until that was fully settled. By then the final movie was on the way and companies standby for the new Eva toys.
