And what you're describing makes me doubt it.
IF you had said McFarlane toys could, i'd believe it, since some of their figures have barbell neck joints in the torso and head too.
Everything points toward you speaking out of ignorance about Mezco toys too, just like you have about McFarlane's Halo figures.
