At that scale a bald, woman head would be about 20mm/0.78in from the chin to the top of the scalp (this is approx what the new Aphra head is without the helmet).
As for Snake, the first wave Snake Eyes can work for MGS1 snake with some putty added to the check and shoulders for the ‘vest’ part of his sneaking suit. MGS3 Big Boss, best bet is Alvin Breaker (pic related). Just sculpt a headband and an eyepatch, remove the chest rig and make a period-correct one, and maybe sculpt some putty on his shins.
