The figure itself is only Voyager sized and that's intended. He's meant to be in scale with Megatron, and he pretty much is. Getting your knickers in a twist that the entire figure can't stand eye-to-eye with other leader class figures is pointless because that was never the intention.
The leader class isn't a height designation; it's just a price point based on weight, complexity and materials. This is Transformers. If you care too much about relative height and scale, you're gonna have a bad time.
