MS has made figures based on the comic book designs all the time. They're as generic as MLs in terms of style though. They even re-released this one, which is based on the Infinity Gauntlet. They can even make movie figures.
Their entire minimates line is almost nothing but stuff based on current comics.
Their license is as encompassing as Hasbro's, but they're limited to direct market like comic book shops and other stores.
