Lego City needs all those police and firefighters to quash the food shortage riots. The citizens can only go so long on the scanty government-issued pizza, hotdog, and comically oversized turkey leg rations before they snap. There's a reason that the 'criminal' population of Lego City numbers almost as many as the regular townsfolk.
