It's faster though, but being cheaper to produce kinda negates that.
The problem mostly arises when you want to do something WELL. Cloth itself is very cheap, but adding wire and stitching it around the edges takes quite a bit of time.
Obviously, a company like Hasbro could do it cheaply, by just gluing the edges but that wouldn't hold up over time.
THEN there's the fact that if done WELL you'll want to integrate it to the figure's costume. So that means you're gluing or stitching the cape into the plastic part of the figure. Suddenly, it becomes costlier through death by a thousand paper cuts, akin to 3a/Acid Rain weathering.
OR you could pull a Kenner and put it on a rubber clip around the neck. Or an o-ring around the joint itself. Cheap and ugly.
