The inference seems to be that this is indeed a military base, specifically the vehicle park/tank laager/airfield ramp. All the vehicles of the set are those one finds in artillery units so the first option is most fitting. This set is pretty much filler for my established armies, increasing my inventory of "JUSTICE" rocket artillery and oft-overlooked-but-indispensable fuel trucks.
