And there is a large base of middle class in NYC, hence that photo of the Bronx (usually thought of as being a place for poors and slums) going from apartments to single/double family houses.
But that does show how they're chasing people out if they can't afford to live there. So the poors were chased from the fringes to who knows where and the middle class to the fringes.
