I don't think it's quite that though. Different interpretations have different purposes. The POTP-era pretenders, which are marketed as Prime Masters, look like they're scaled to be about as big as they were in Master Force if you assume that the inner Prime Masters are about human-sized... which doesn't quite correlate to Human Alliance figures or core class Exo-Suite Spike, so maybe there IS quite a conspiracy afoot.
I suspect that if they don't release core or deluxe class figures of the pretenders soon they'll finish them in another line a year or two later. Maybe we'll get core class versions of guys they release as deluxes and vice versa.
