A decade ago western things were plummeting in a lot of various ways after a certified golden age of releases had run its course, and there was lots of upheaval. So Toy Biz/Marvel was looking for ways to push things along without the Marvel Legends brand, which was in the hands of a very inept Hasbro, and LCBH was it. Honestly, LCBH should have been the next big thing at that transitional period, along with SOTA, but every damned aspect of mismanagement that could possibly get in the way rose up and fucked the whole thing and sent the western toy market into a tailspin for like 3 years. Mattel more or less carried the torch in the west until specialty shop/limited retail lines like Neca could make decent products and Hasbro introduced ROML.
There were definitely plans for LCBH, with a lot of licenses and properties that would make anyone salivate. The type of shit where if Mezco announced it you'd be like HOLY SHIT, I'LL GLADLY PAY $80 AND WAIT 2 YEARS FOR IT! There's a good gallery here of prototypes and concepts:
