You see, originally I was considering to put smaller mech inside of bigger mech But with all those wings and stuff it's to wide now, unless I figure out how to integrate it all into bigger mech's arms. Another issue with that - waist won't be thin enough so I might have to make tights bigger, but I already happy with how they look and it will break axial symmetry which might not look very good. So I most likely will go with just minifig inside.

Making legs first will help you a lot with overall proportions and you don't have to worry about space for minifig with this size. Work around some shapes to create hip, shin and feet, try different placements of joins, look what works best in terms of looks and poseability. I usually take big balljoitns as there are a lot of friction and also friction adders on top of that (which also add some length to them), but other things like stacking smaller balljoints and customs like boatplates + technic beams might work. If you not sure about stability you can always attach some weight to the hip - just T-shaped dummy of regular plates and bricks approximate size of mech you building. Once legs are complete - you can start working on other limbs, and connecting them all together via placeholder will get you an idea of how torso should be made.
