Based on all the images of it so far, it probably does have leg articulation somewhere. You can see how it's squat/hunched legged here, but in most other images, it has a walking and staggered leg pose.
BUT that might just mean McFarlane switched the pose before actually molding it.
BUT it's unlikely based on how he's promoted his other figures.
