NECA's Kenner figures were never meant to be 100%, 1:1 recreations of the figures. They're reinterpretations on a more realistic body.

By your admission, it would have been perfectly fine for NECA's Clan leader to have had no neck articulation at all, because the original didn't, and its head was fixed in place for the tendril gimmick.
