Toy Biz was expanding the amount of toylines they were producing as sales grew. SHS for Toy Biz was akin to Hasbro's Mission Fleet line or those GI Joe movie figures. An additional toyline for cheaper.
Whereas the Sigma 6 line REPLACED their 1:18 line. Only reason it stuck around was because TRU still wanted to carry the 1:18. Either way, the 1:18 line was replaced by the 9" figures. Same way that the Star Wars Black Series became the primary toyline for the Star Wars brand.

Considering Hasbro was actually increasing the budget of the GI Joe line, there's no doubt the line was still successful and sales were growing. The engineering and sculpt was changing with VvV figures, basically being being proto-25th Anniversay, with figures like Snake Eyes, Croc Master, and other figures having updated joints/overlays.
So the line was selling well enough for the line to receive significant upgrades. And again, even TRU thought sales were great enough to basically fund the entire 1:18 line.
It's the same mistake Hasbro made in the 90s, where the Joe toyline was in its second highest point and then killed off for larger "heroic" figures, like the Marvel and Spawn lines that became popular.
And again, we know that Hasbro replaced all their 1:18 lines from being the primary lines because they make more money from selling larger scale figures. It's an old trick. Even if there's less profit from 1:12, dat revenue is bigger and sexier, and such a reboot needs a backer.
