The two target demographics for SW figures is autistic rabid fanboy collectors, and normie parents/relatives buying things for a child. The first demographic is going to let main characters pegwarm because they'll have picked up that version the first time it was released. The latter is going to raise their eyebrows and shake their head, wondering where the hell these other characters even came from.
As a kid, I would've loved even more generic figures than the minor characters we got. Give me generic humans walking around in Mos Eisley and label them "Moisture Farmers," or "Imperial Prisoners," or "Merchants," idk. It was hard creating a context for my own play when all I had on hand was a bunch of obvious main characters who already had their own roles.
