I've always felt this became evident very early, in 2006 or maybe even 2005 in some aspects. 2004 was really fucking weird for Lego in general though.
I think Lhikan & Kikanalo is the only really good set from that year. Kikanalo was the first set with fully poseable elbows and knees. And Lhikan did away with some glaring flaws the Toa Metru had, like the color schemes and the weird hunchback look. In fact I'd even say L&K is less of a 2004 set and more of a proto-2005 set.
