This is because when the Dingo Sniper was originally released, Bandai actually forgot a paint app. To correct this, Bandai shipped out free replacement GM bodies with the corrected paint app to people who had ordered. That's why in the listing you linked there's a Dingo inside a baggie, that's the replacement GM!
The missing paint app is barely noticeable (can you spot it here?), and even when you do see it it still totally works as a paint variation within the squad. I 'only' paid $70 shipped for mine, so it was easy to justify that as paying 35 bucks for each Dingo. They're really excellent figures, and the White Dingo deco looks superb! Definitely recommended if you've got cash to burn.

For removing nubs, the absolute best way (in my opinion) is to use a very sharp hobby knife to shave them off, and then a fine file to smooth out the spot if needed. Tools that clip or cut the nub off tend to pinch the plastic together, which results in a not so clean looking mark after you remove the nub.
For a small nub/area though, it might not be too noticeable if you just cut the nub off. Just be sure that the tool you use is sharp.
