Every example picture includes the popular figures from DAY ONE releases. Stuff like the box sets actually came out DAY ONE. In fact, for a lot of us on /toy/, we started seeing the box sets before the vehicles and single packs were even released, and I'm not even talkingabout the amazon set.

And just because a gimmick allows a figuer to repel down the vehicle doesn't mean it should be a transport, because even the original Sky Hawk had a gimmick to "transport" GIJoes. Nearly every GI Joe vehicle had these footpegs to "transport" figures, despite not making any sense. They're nonsensical play features to make a kid think he's getting more value from his toy.
It's like saying that an Apache helicopter should totally be a transport too, because once upon a time 2 marines strapped themselves to one to rescue a downed soldier.
Oh, and i guess that makes an Apache a medivac vehicle too, huh?
Also, I'm pretty sure it was hasbro themselves that was against the zombies thing. The cartoon writers wanted to make zombies, but the higher ups said no. I believe the zombie customs were just the GI Joe team having fun.
