As for a theme I'd go for a Shadowrun-esque world where fantasy races intermingle in a sci fi dystopia. We can have orc gangers, cyborg enforcers, human mercenaries, dwarf chem doctors, etc. Since joints are universal, you can easily make your own character.
Accessory packs would include weapons, backpacks, scenery pieces, and replacement cyborg limbs, in different poses paired with an appropriate weapon (like arms sculpted specifically for a gatling laser. Said weapon also includes a stand for diorama builders in the pack)
Keeps the line budget friendly while retaining longevity through modularity.
