Check out the GI Joe line right now, where the Snake Eyes movie was a bug in the road, yet the toyline itself was selling so well that it's hard to find on toyshelves.
The fact is that Mattel squandered all the good will they had in the early DCUC days and every DC property was hurt. Mattel did nothing to help every DC property that came and went on TV, streaming services, and theaters.
There were so many Direct to DVD cartoons released that sold fairly well, but where were all the toylines? Mattel couldn't capitalize on that shit.
How about all the cartoons that came and went? Without toy sales, they were destined to fail, especially since Cartoon Network striped away ad sales as much as possible. So of course those cartoon series were cut short and led to the failure of DC being able to make series to grow the popularity of their characters.
Obviously, WB itself is at fault too for all their stinkers, but there were popular series nonetheless.
So many avenues that could have popularized and made DC characters known was squandered for a decade because of Mattel's failures.
