I have attached a simple drawing of what I suggest. You will need a strong core structure. From this core structure you can extend your overhangs. Use long beams for this, preferably the ones with technic holes. Support floor above with technic beams attached to lower floor, angled like this will be better for weight distribution. You will need to counterbalance your overhang regardless of how strong the core is. You can do this either by mirroring it on the other side or with weight applied to where the arrow is pointing.
