Back in the late 00's they pulled the plug first and foremost to ensure the possibilty of a successful return of the franchise: it had a very slow decline since the peak in 2002 and in 2008 (the year the decision was taken) it was doing just ok, not well nor most importantly bad.
The early demise of G2 is one of the greatest mysteries in modern LEGO history, since an actual failure would have been common knowledge by now. It probably was a matter of conflicting budget decisions by LEGO and such a strong relevance from Ninjago that the company did not forsee back in 2012, when they decided to reboot Bionicle. Not releasing a third year at all was strange indeed: such a colossal failure would have been very hard to hide, as I said.
