They no longer have the resources to make a lot of one-use molds, so they design toys with alternate uses in mind. The necessity in Combiner Wars for each standard toy to have four modes gave them the push to really experiment with extensive retooling, and now they've made it so that most of the Deluxes will probably be able to stand apart from their retools (except Brainstorm I guess?).
