Even then, the toy (which came first) looks nothing like the show and looks nothing at all like a condor (no condor's head is feathered like that, and it even has griffin ears on it), plus the utter lack of where the robot legs should go makes it obvious the 'condor' form was quickly made by rearranging the transformation a bit to make it vaguely look like the show model. The question here isn't 'was he intended to be a griffin' and is more along the liens of 'why did they make such an obvious last-second change to make him a less-than-convincing condor instead?'
