I'm quite certain he was inspired by the Bones power rangers bad guy figure I still have storied away, who looking into it was in the very first Monster-of-the-Week on the show. Well, him and the Time Twister vehicle I had that has the two skulls with top hats sticking out the top.
Here's the kicker though. A few weeks ago I found his old personal vehicle in my bins and upgraded it to a full proper Time Twister machine, and upgraded his outfit from the black Sam Sinister suit with the red shirt. But lo and behold on the weekend I stumbled upon a listing for this Time Cruisers board game, which I swear I've never seen before, which has a figure stupidly close to my original version of him. I think he's going to go back to the Sam Sinister suit.
