Stuff about the vague soldiers that designer that Hasbro created. funny how they only had a single guy doing all that from a toy company, right? It's no wonder they hired Marvel to help out and actually make it more than just the generic soldiers Hasbro's GI Joe team had done for the relaunch.
Marvel wasn't there just to write the comics and also produce the cartoon. If they were, it'd be just like any license, where everything is already finished and the materials on what to write has already been produced.
Hasbro hired Marvel for their "creative services" and it's why Marvel created the very concept of Cobra.

Again, there's a reason why villains from other reboots just get rebooted without much bitching. Whereas Cobra commander? Do anything different than how Hama wrote him and people are up in arms. See also how Cobra Commander got redesigned and are popular nonetheless.
