It was the shoulder joint on a Funko Legacy... ahhh... lion guy from MTG. And I know it was superglue because I've handled cyanoacrylate for years, I know what it looks like dried, I know how it effects various kinds of plastics.
I assume it was a QA repair that got out of hand or something.
Speaking of, most of the joints in the leg of that figure are hopelessly stuck. It took buying two copies of that toy to assemble one halfway decent one.
