To note, anime's popularity in the west began a shift in focus toward safer, but more drama story driven anime in the later 90s to mid-00s. The anime/manga market collapsing in the US led to Japan turning inward on what to produce and they started focusing on moe-shit because that's what's sold in Japan.
So properly aged looking girls can no longer sell to this audience.
