It may have something to do with that, however, Bungie bit off more than they could chew again. Massive cut levels from Reach and with Joe working on Destiny at that point, supposedly Marty commented on the way they couldn't flesh out characters as well without Joe around.
Speaking of Noble again, Jun still being alive and all might get multiple figures thanks to Infinite. His Reach armor and if he has a new one in Infinite (even if he's barely seen) they might make that as well. Or at least whatever the Scout armor looks like in Infinite.
