It sounds like you're on the page that comes after that, where you're asked to select a topic. One of those topics should be something like "I have a question about using my item or I want to send the seller a message," look for the option that has a "(0)" after it, which indicates there's no automatic answer for that topic.
Pick that topic and you should be able to compose a message.
