Not inherently evil? judging by his actions he was a born a phychopath I mean why would he go to a city and massacre all those people without a hint of emotion, what was the point of that. You could argue to test his powers but he could do that vs his own creations.
He is bad. He doesn't have a single redeemable trait and he's also obviously unhinged since he's been stalking Goku and pals with his robotic ladybird for like 15 years? that's not normal.
So yeah I don't think it makes sense that he could possibly have a wife unless he forced her into it or literally created her.
