I made this beach for my Lego city using Strictly Briks stackable baseplates from Amazon, it's a clear plate on top of a blue one that I think gives a neat 3D water effect I haven't seen from any other city builders. Probably because it would be impossible if you stuck to actual Lego like a brand obsessed autist. I put some fish and plant things meant to look like seaweed in-between, as well as sand colored plates to make the shoreline extend under the water.
On the clear plates, one corner is a bit thicker than the others which I assume was the injection point for the molding process. It's literally just the last line of studs along the edge though, so I put the supporting brick just inside the edge instead.
