You're correct in that the DMV is adamant they never signed up any illegals, just that up to 1500 "legal non-citizens" were registered in error during a 5 month period in 2018 (like this Canadian dude, numerous children, potentially convicted felons that lost their rights, etc). We don't know the full specifics because the report is not public. What is possible, what happened, what they uncovered, and what they admit might all be different things and we have no way to check. That set of mistakes is separate from the 23000 legal citizens who's voting info got screwed up, and the 77000 with multiple ballots because of the DMV's terrible system.

We know they're incompetent, we know they make a lot of mistakes, and we know the shitstorm that would ensue if they ever came out and said "oops, looks like we did let some illegals vote." They have all the incentive in the world to cover up that situation, doubly so if it was intentional. You'll never see proof but you can never trust them. It's the perfect endless talking point.
