Some legion builders may need a bit of retouching, but non-builders are fully painted. Also while it is true that having the odd accesory from other line sprinkled here and there will make your Mythic Legions more lively, there are many figures that look perfect by themselves. Just buy the ones you like and you'll be fine.
If you are really, really concerned about the figures not needing anything else, the Illythia wave will feature remarkable use of new unique gear that gives the figures a very "finished" look (see picture, there's pretty much not anything you'd add to this figure), but again imo there are many figures that work perfect as-is already.
