You want to keep those who grew up/liked watching the bayverse films by saying it is a prequel to them so that there more likely to go see bumblebee. Some people enjoy these films not because there good but because they find them fun.
Knight done well in my opinion to neither confirm nor deny that its a prequel or a reboot. He's done just enough to distance it from Bays movies while also including enough references (mainly at the end) to the first film to keep those not wanting a reboot but a prequel to maybe see a sequel to Bumblebee if it gets one just to see what happens before the 07' movie starts.
It helps to keep those wanting to get away from those movies hoping & on board while also trying to keep those who still want more movies set within the bayverse.
However, the sequel will more than likely have to lean toward one way or the other or risk dividing the fanbase even further which just leads to less sales for tickets & merchandise.
