And what the other guy said: different ways of doing toys and different markets.
Another thing is quality of sculptors, hence companies like Mafex trying, but mostly failing with their comic book line. Companies like Hasbro are capable of producing comic/cartoon accurate toys, since they share some of the same sculptors as DCC, but Hasbro makes general toylines with a generic style so they all fit together. If Hasbro could gain enough sales from pandering to cartoonfags, they could make decent cartoon styled figures, but would still look of lesser quality, because of regular mold reuse.
