Either buy the Snoy blu-rays off eBay or import the Toho blu-rays from Japan (no English subtitles of course). It'll be a very long time before we see any classic Godzilla movies get 4K home releases, since Toho is just starting to do broadcasts of them in 4K. The first one we get in 4K may be the American cut of King Kong vs Godzilla, since Universal owns the master for that version of the movie, and Toho has already broadcast their version of King Kong vs Godzilla in 4K on Japanese TV. As for Criterion, one of the reasons that it's taken this long for any distributor to sell Godzilla movies as one big bundle is because Toho didn't want Japs to reverse-import cheap Godzilla blu-rays from North America when they can sell them for a higher price domestically. I'm not a lawfag or have insider info, but this is my understanding of the whole situation.
