No one ever came forward as the sculptor, unlike the recent RPO Mecha, which makes that less likely. The fact that it came out at the exact same time as 2 KOTM bootlegs lends a lot of credence to the idea that they didn't know they were stealing a prototype for the Showa Ghidorah instead of the KOTM Ghidorah.
The distance of time since the bootleg's release doesn't really mean that much since we know that Bandai has made plenty of prototypes (mostly in the SHF line but with at least one in the SHMA line) that have never seen the light of day or only been shown at a toy fair only to vanish forever.
