Scale was pretty important, across multiple companies, because they wanted to make their lines compatible with other toylines. This happened with Star Wars and GI Joe in the 80s, and all the GI Joe copycats once GI Joe became big.
When Toy Biz and XMen hit it big, everyone switched to 5" figures, including GI Joe.
Same shit happened in the 00s, with McFarlane increasing the scale for their toys to 1/12, to include bigger detail and make the figures easier to paint. Toy Biz and others followed suit after that.

Almsot everything that /toy/ talks about have canon bibles and character guides that will show off the official heights, because shit's that mass produced and passed around from artist to artist needs to be consistent, which makes it easier to produce.
