You can't turn them into the mech if you buy the non-mech versions so if that's something you want then don't go that route, but at the same time you just get a solid train instead of a train with the mech functions spread throughout it, so depending on which you prefer that's the route you want to go. Personally I'd just recommend the changer + mech route.
The only real mech set that's costly is Build Dai-oh? You can buy the Changer + Mech set for about $60 on Mandarake, Amazon has single DX trains(Like the legends ones) for $8 or less with free shipping over $25 which is amazing, and if you want any of the weapons they're dirt cheap as well. Akira's changer is really cheap at $12, and it's also a really fun toy for the small amount of functions it has.
If you do plan on getting the mech, make sure you get Den-O and some of the Legendary DX trains, they're great to attach to the mech.
