Small amount of Tamiya quick-setting cement will not hurt paint because it evaporates before it does any damage.

Maybe if you use carpenter glue instead of plastic cement. Pic related can be sanded after 10 min.

Most likely cause of seam weld failure is insufficient amount cement, not melting the entire length of the seam.

If you are going to paint parts and then assemble, mask all the pegs/holes/contact points because there are no tolerances.

You can also upgrade your cement to pic related, it is much easier to glue small parts with (you can still fuck it up if you put to much)
