If it's a different guy it at least makes sense for them to stand alongside other Joe characters. If the choice is between a new character that works as a bridge between the two franchises or a character wearing retarded cosplay then why would I not take the original one?
Viper is everything you said you don't want but you just admitted you liked him, and he's exactly the sort of thing that people said they'd prefer upthread. Even that BAT repaint worked better and that mold is pretty bad.
