The goals are high on purpose because they don't want to add as much shit as they were forced to do with the sentinel.
Keep in mind after tier 3 was 9,000 backers. (A stretch goal every ~3000 sales). Tier 4 jumped 7,000 sales (technically skipping 2 tiers) and required a staggering 16,000 backers. Worse yet, they didn't even have anything prepared for it, only this rough cgi render of a new head concept. They did not plan for the sentinel to be this popular.
With Galactus they expected sentinel numbers and STARTED with that end result as the basic expectation, but as many anons have pointed out, they forgot that no one is army building 3-5 Galacti per collection.
