They have to all be released together in a concerted drop, because you CAN'T buy in and go back in time to fill your figures out if you didn't predict the future and know there'd be more figures. You can't plan, you can't buy around builds.
I'm glad you mentioned STS, because it's a perfect example. We had a neutral grey, the perfect machine builder, and a great green contrast color for troops. We should have gotten every sculpt in one of those two colors. But now there's the problem of no more color swapping, instead contrast is made with paint. Let's take OG Task Force Volkriun, arguably the best army building wave, as an example. Technically every figure was made in two PVC colors (Pappysoup green and Commando green) then parts were swapped to make color-coordinated but opposite figures that all looked uniform. You could color swap STS green and STS grey, I guess, and release them for all sculpts. Otherwise, what do you do? Run all figures in the grey with a couple green, run all figures in green with a couple grey, or literally have a grey and a green version of every figure?
But even the new Volkriun wasn't OG Volkriun. We're never going to get big building waves again.
