The old way required buying Gokus in mostly the same standard Gi with mismatching paint, with some being exclusives which became a big pain in the ass. This time they could remedy that. You could pretty much release every form of Goku, official or not, in a new body/outfit. Make them all General release and have at least the skintones match, and it would be a pretty good deal. Sure it's not the ideal "single body with a shitton of heads" scenario, but at least it give buyers more display and play options.
Take this image for example. The only ones that clash are SS2 and SSG Goku, but Goku becomes a lightweight in SSG so they'd have to be different bodies anyway. Furthermore, there is one major Gi missing (King Kai Gi). Can't really think of anyway to fix that other than Goku using Kaio Ken, but I doubt that would make it very versatile for body swaps considering they'd most likely splash the entire figure in red paint wash.
