If that doesn't work you can try rubbing it off with your finger by pushing the dirt to the side. That worked for me this week on this Winx doll from Europe who had rubber arms. Couldn't scrub it off with the tooth brush, but it started moving when I used my finger so I pushed the dirt to one spot, and used a tissue paper to pinch it off, and washed it again.
