Perlmutter then licensed off the rights because it's faster money in the short term (especially since China at the time was going through some changes with workers/factories demanding more money and the future in Chinese made products was uncertain) because Marvel wanted to get into the film industry.
From there, Perlmutter sold off Marvel to Disney to have more capital and control for their films
And now Perlmutter is the largest stock holder of Disney.
